TERM: CELL PHONE REUSE DEFINITION: Old cell phones can be reused, recycled and reprogrammed for emergency 911 calls, for collect calls and for credit card calls. 911 is required by law to be available from all cell phones even used phones whose cell phone plans have expired. In addition with no activation or reactivation of the cell phone, collect calls and credit card calls may be available as well. That is to say no active cell phone account may be necessary. Some cell phones will require reprogramming to do this, other will not. To test simply dial a number or 0 and see what happens. If an operator comes on, ask if the call could be completed with a credit card or as a collect call. However, other phones may need to be reprogrammed to allow collect and credit card calls. HOW TO CALL: For 911 simply dial 911. For other calls dial the number or 0 and then give the necessary credit card or collect information. ![]() COST: A credit card call can cost $3 to connect and $2 - $3 a minute. It could be more. You should be told how much the call will cost before completing the call. We assume that collect calling would be the most expensive. While this is very costly, if used only for emergencies, it could be a life saver and well worth the money. In addition the user will not have to pay monthly fees or even yearly fees as with a prepaid cell phone. If a person made two such phone calls in a year for five minutes each, the total would be about $36 at the highest rate.
